How Dense is Rhuthun?

The interesting thing about the recently published population density maps from the Office of National Statistics is the result returned for Rhuthun/Ruthin town centre. Conveniently, there's an output area that includes virtually all of the town centre and little else: Clwyd Street, Well Street, most of Castle Street, much of Wynnstay Road and The Square. 

This is a measure of density, not absolute population

The population density is not the highest in Rhuthun but neither is it the lowest. It does suggest that there are more people living within the core of the town than we might expect. Clwyd Street is significantly punctuated by dwellings. You may as well class Castle Street as residential. Well Street has a number of flats above houses plus scattered dwellings.

We tend to think of the town centre being solely about businesses. But that isn't strictly the case. The town centre needs also to be considered as an area where people live, too. 

Do the 'powers that be' even identify the centre as mixed use in this way? What difference would it make if they did?
