Railing against the Railings

Completed yesterday were railings at the top of Clwyd Street, by the Children's Society and near Barclay's Bank. This was at the request of the town council. It's a thoroughly good idea. This is a particularly steep part of town and everyone will be pleased to see it in place... except the owner of the building which includes the Children's Society.

Indeed, the owner feels that because the title deeds show the land as theirs, and because the deeds also specifies that there shall be no building thereon, the county council has no right to install the railings. Actually what happens is that people use the footway area to park.

Irrespective of ownership, the land is adopted highway and this probably explains why no one (apart from the council) can build on it. And, because there is no dropped kerb, there is no right of access to park there, either, so the railings nicely box that off, too. It won't stop lazy Barclay's electronic telling machine customers, though, who will continue to mount the kerb. In fact, the railings will make matters worse, as there will be limited space for pedestrians.

In addition, you might expect a similar railing on the opposite side but, alas! there is insufficient footway width.
