County Hall Leaks

We hear that there's a leak in county hall. Not a political one, but one from the roof. It's been there a while and, just like political leaks, is proving difficult to trace. Informed sources suggest it's gotten worse and more widespread—in heavy rain, of course. And, yesterday's rain was the heaviest of the heavy.

I personally know from experience how difficult it is to trace a roof leak, so there's no criticism of either the previous or current owners.

Rather, the point I would like to make is that the reason why the old structure was pulled down was because it had expired. It was structurally in a state (as well as not being fit for purpose). This included leaking roofing. That old building managed to last just shy of 90 years. The modern one has been with us for just over 10. What, then, does this say about the quality of contemporary building materials and methods?
