No Surprise There, Then

It just goes to show you shouldn’t believe all you read in the press!

Today’s Free Press announces that Tesco’s developer will be mounting an appeal against the county council’s October refusal of permission to expand its Rhuthun store. This comes exactly one week after the Free Press reported a Tesco spokesman as saying the retailer was not interested in expansion in Rhuthun.

And it follows an intense fortnight of speculation in the town that Tesco was to appeal (see hint in Tuesday’s post).

Once again, Tesco has shrouded the town in a pall of uncertainty, especially for those non-food retailers whose livelihoods could be threatened if the store does grow.

It seems from the web that a planning appeal entails an independent Assembly-appointed planning inspector who will decide whether the county council’s planning committee came to the right conclusion. If the inspector sides with the council, how is local democracy served? But if there’s no way of Tesco challenging the council's decision, there’s no built in right of appeal.

And with the town council backing the original expansion plans and county council officers recommending Tesco expansion, it looks likely that Tesco will win in the end.
