Why Bother to Consult?

In the recent libraries consultation, we were asked to what extent we agreed with the 
following statement:
'The proposed hours mean I can visit my nearest or next nearest library & one stop shop when I need to'
4,477 people answered the question. This was the biggest response to a Denbighshire consultation ever. Where identifiable, 15 per cent of respondents primarily used Rhuthun/Ruthin library. (The second highest was Y Rhyl, a town over four times Rhuthun's size, with 11 per cent of respondents. Dinbych's was nine per cent.) 

Overall, 80 per cent 'strongly disagreed' with the statement. A further 11 per cent 'disagreed'. In total, 91 per cent (4,074 responses) felt that they could not agree with the statement. 

Yet, in spite of that strength of opinion, the county council ploughed on and made cuts anyway. What, then, is the point of a consultation? Especially one that was seemingly so successful in attracting participation. 

Rhuthun/Ruthin's library was initially to see a 43 per cent cut in hours. In mitigation, the cut will instead be 32 per cent. 

But Rhuthun library will still only open on two full & two half days. We don't yet know which days these will be.

You might expect better from the library service. From the DCC website, the sentence as underlined ends in a question mark but is an interrogative content clause (indirect question) and not a direct one. As every Brynhyfryd pupils will know, as such it should be punctuated with a full stop, not a question mark
